“There are 5 million people in a  America, who still do not have a  phone,” explained Lauren H.  Kravetz, Office of  Intergovernmental Affairs,  Federal Communications  Commission. Kravetz also notes  that only 32 percent of 25  million low income consumers  who qualify actually apply for  phone service discounts.
